I can't activate my Apple Watch Series 9

If you can't activate your Apple Watch before using it for the first time or after having restored it, there may be several causes of the problem.

Try activating your Apple Watch later or when you're in another area. Check the network status in your area for planned or unforeseen events, such as maintenance or outages which may affect your O2 services.
